In accordance with the relevant regulations on the approval procedures for environmental impact assessment of construction projects, after review, our bureau plans to issue approval opinions on the environmental impact assessment document of a construction project. In order to ensure the seriousness and fairness of the approval opinions, the basic information of the environmental impact assessment documents of each construction project is now made public. If you have any objections, please report them to the environmental assessment department of our bureau during the publicity period. The publicity period is from March 23, 2023 to March 29, 2022.

| Construction project overview: | Hebi Lianyi New Material Technology Co., Ltd. plans to build a new project with an annual output of 40,000 tons of flame retardants, 51,000 tons of surfactants, 29,800 tons of additives, and 9,600 tons of water-based resins and water-based curing agents. The project mainly constructs a production workshop for the main project, and one Class A, Class B, and Class C warehouse for auxiliary projects. The environmental protection project includes an RTO waste gas treatment device, a comprehensive wastewater treatment station, a hazardous waste temporary storage room, etc. The public projects include a circulating cooling water system, nitrogen preparation device, chilled water system, pure water preparation system, etc. The main product production processes of the project are combustion accelerant: reaction-impurity removal-water washing-distillation; surfactant: catalytic polymerization-preparation-filtration; auxiliaries: batching-reaction-filtration; water-based resin and water-based curing agent: batching-reaction-dispersion-filtration. The total project investment is 510 million yuan, including 15.02 million yuan in environmental protection investment. | |||
| Main environmental impacts and countermeasures and measures to prevent or mitigate adverse environmental impacts: | (1)wastewater | |||
| The wastewater of this project mainly includes process wastewater, circulating cooling water drainage, workshop floor cleaning wastewater, exhaust gas treatment system drainage, pure water preparation wastewater, domestic wastewater, etc. The project predicts that the maximum drainage volume to be treated is 89.91m3/d. A new 120m³/d sewage treatment station will be built in the factory area. The high-salt wastewater of the flame retardant production line will be evaporated through three-effect forced circulation. After pretreatment, it enters the regulating tank with wastewater from the additive production line, waste gas treatment system drainage, and equipment cleaning wastewater. After entering Fenton oxidation + flocculation sedimentation pretreatment, it is mixed with domestic sewage and workshop floor cleaning wastewater in the distribution tank. The main process is: UASB anaerobic reactor + hydrolysis acidification + A/O biochemical reaction tank + sedimentation tank + phosphorus removal filter ( The sewage treatment station of BAF) + secondary sedimentation tank + tail pond is discharged to the outside after treatment. The discharged wastewater meets the indirect emission standards in Table 1 of the "Discharge Standard for Pollutants in the Synthetic Resin Industry" (GB31572-2015), and the Henan Provincial Standard "Indirect Discharge Standard for Water Pollutants in the Chemical Industry" (DB41/1135-2016) Table 1 and Table 2 It is connected with the discharge standards and the water quality requirements of the sewage treatment plant in Baoshan Economic and Technological Development Zone (COD ≤ 300 mg/L, ammonia nitrogen ≤ 30 mg/L, BOD5 ≤ 150 mg/L, total phosphorus ≤ 5 mg/L, total nitrogen ≤ 50 mg/L, SS ≤ 150 mg/L), and finally flows into the Tang River after advanced treatment by the sewage treatment plant to meet the standards. | ||||

| The project waste gas mainly includes: dust-containing waste gas generated in the unpacking, feeding, drying and packaging sections, process organic waste gas, hydrogen chloride-containing organic waste gas, storage tank area breathing gas and loading and unloading truck waste gas, hazardous waste storage room waste gas collection and sewage treatment station waste gas collection, etc. (1) The dusty waste gas is processed by the coated filter bag dust collectors in the four workshops and then discharged; (2) The spray drying waste gas from the powdery product production line in the additive production workshop is mainly VOCs, dust, and water. It adopts heat exchange + pure water spray washing + removal The wet process is used for pretreatment; the flame retardant TCPP, TDCPP, and TCEP process production waste gases are mainly VOCs phosphorus oxychloride and HCl, and a water absorption process is used for pretreatment; the BDP process waste gas VOCs are pretreated by water absorption Treatment; tank breathing exhaust gas in the storage tank area and VOCs in the exhaust gas from loading and unloading trucks undergo two-stage deep condensation pretreatment; the exhaust gas after the above pretreatment is related to the process exhaust gas of each product in the project, the organic liquid product filling exhaust gas, the three-effect evaporation exhaust gas of the sewage treatment station, and the sewage treatment station Waste gas is collected at the treatment station and waste gas is collected in the hazardous waste temporary storage room and enters the alkali washing tower + RTO + flue gas cooling tower + flue gas alkali washing tower for treatment. (3) The waste gas from the flame retardant BDP acyl chloride reaction is mainly HCL and phosphorus oxychloride, and the waste gas from the esterification reaction is mainly HCL, phenol, acyl chloride, and esterification waste gases are absorbed by three sets of three-stage falling film water absorption towers and then enter the alkali washing tower for treatment before being discharged; the whole plant is equipped with a 25m high exhaust pipe, and all types of waste gases are treated and collectively enter the exhaust pipe for discharge; the external exhaust gas can be To meet the "Synthetic Resin Industrial Emission Standards" (GB31572-2015) and the "Notice on the Recommended Emission Values in the Special Treatment of Volatile Organic Compounds in Industrial Enterprises in the Province" (Henan Environmental Protection Office [2017] 162 No.) limit requirements, and also meet the requirements for "Organic Chemical Industry" A-level enterprises in the "Technical Guidelines for the Development of Emergency Emission Reduction Measures for Key Industries in Heavy Pollution Weather in Henan Province (2021 Revised Edition)" (VOCs ≤ 20 mg/m³, particulate matter ≤ 1 0mg/m³, toluene ≤8mg/m³, styrene 20mg/m³, epichlorohydrin 15mg/m³, phenol 15mg/m³, sulfur dioxide ≤50mg/m³, nitrogen oxides ≤100mg/m³). | The unorganized waste gas of the project mainly includes respiratory waste gas in the storage tank area, unorganized waste gas in the equipment area, powdery raw materials and product unpacking, feeding, packaging dust, etc.; the project production adopts full-process control, reasonable sealing, strengthened maintenance and other measures to reduce unorganized emissions and meet the requirements of Henan Province Volatile "Technical Guidelines for the Control of Volatile Organic Compounds Pollution", "Volatile Organic Compounds Unorganized Emission Control Standards" (GB37822-2019) control requirements, and "Synthetic Resin Industrial Emission Standards" (GB31572-2015) unorganized emission limit requirements. | ||||

| The noise source of this project is mainly mechanical noise generated during the operation of fans and pumps. Through measures such as sound insulation, silencing, vibration reduction, and reasonable arrangement of equipment, each factory boundary meets the requirements of Category 3 standards in the "Noise Emission Standard for Industrial Enterprises at Factory Boundaries" (GB12348-2008). | ||||

| The hazardous wastes in this project mainly include filter residues, filter bags, filters, high-salt wastewater evaporation waste salt, waste packaging, bag dust collector dust, and sewage treatment station sludge generated during the production process. The annual production volume is 1906.702t. A 459-square-meter hazardous waste temporary storage room is built in the factory area. Hazardous wastes are stored according to categories and code zones. Gutters and collection pools are set up on the ground to prevent hazardous waste from leaking outdoors. The design and construction of hazardous waste rooms are strictly in accordance with the relevant regulations in the "Hazardous Waste Storage Pollutant Control Standards" (GB18597-2001) and its 2013 amendments, and the "Technical Guidelines for Environmental Impact Assessment of Hazardous Wastes in Construction Projects" (Ministry of Environmental Protection Announcement No. 47, 2017). The general solid waste of the project is mainly domestic garbage, water-based resin product filters and filter residues, etc. Domestic waste is regularly handed over to the environmental sanitation department for disposal, and water-based resin product filters and filter residue are sent to waste incineration power plants for incineration and power generation. | ||||
